Immediately following September 11, 2001 the City of Austin, Texas moved toimprove the security of their entire water distribution system.The security work included installing a physical security system that monitorsapproximately 35 water distribution sites. The security system is centrallymonitored and includes automated access control, intrusion detection and closedcircuit television (CCTV) monitoring.As required by the Bioterrorism Law of 2002, Austin conducted a RAM-Wvulnerability assessment including a cyber security assessment.This paper describes how the project was unique primarily because of the urgency with which it wasimplemented and the procurement process that was used.
