This paper discusses water budgets, defined as volumetric allotments of water to customers based on conservation resource standards. The paper lists the benefits of water budgets that include: more stable revenue generation; improved customer acceptance; increased water use efficiency; augmented affordability of nondiscretionary customer uses; and, improved drought response. The paper reviews the basic concepts, presents examples, and discusses ongoing research needs.
