The North American approach to reduce real water losses has been singularly focused onwater leak repairs. This paper reviews the current thinking in best-practicesdeveloped in the International Water Association (IWA) to assess non-revenue water andthe best-practice strategies available to reduce losses, report leakage quantities, andbenchmark system condition and performance.
