This paper traces the considerable efforts and results of Madison Water Utility's attempts to comply with the lead corrosion control provisions of the Lead and Copper Rule (LCR). It highlights innovative approaches and cooperative efforts between the water utility, the US Environmental Protection Agency, the state regulatory agency, and other stakeholders to work within the confines of the federal rule to formulate a program addressing local conditions and concerns. The paper places emphasis on lessons learned in this case study that can be used to apply flexibility, sound science and reason when developing new regulations or implementing existing regulations under various local conditions and circumstances.
