This article discusses the American Water Works Association's (AWWA)recommendations to the new incoming Bush administration concerning the pressingneed among local communities for financial help in upgrading waterinfrastructure. The two major steps that AWWA recommended include: an expansionor reform of the Drinking Water State Revolving Fund and other existing programsand/or the creation of a new financing mechanism; and, full use of other avenuesfor increasing access to capital.
