The Hillsborough County Water Department (HCWD) of Tampa, Florida, provides approximately 110,000 customers with water, wastewater and reclaimed water services. The HCWD is now facing the challenge of replacing a legacy billing and work order system. This paper describes HCWD's experiences with this project and summarizes seven valuable lessons learned along the way.
