The Orange County Water District (OCWD) recently obtained a landmark permit to inject 100 percent treated wastewater into aquifers used for potable supply. To obtain the permit, OCWD agreed to address several key regulatory issues that are the subject of this paper. The most important factor in obtaining regulatory approval was the district's successful record in operating advanced wastewater treatment facilities and performing related research.
