The upgrade and expansion of the Val Vista Water Treatment Plant encountered many of the regulatory issues facing most facilities. A plan is required which deals with each of these issues. The plan must have the foresight and flexibility to deal with regulations which continue to evolve. By working with the regulatory agencies, a plan can be forged which will meet requirements in a phased fashion.
